Hdd sadly What requires DX12?

Simple question... I have a Core2Quad Q6600 Clocked at 3.0Ghz with 6 Gb Ram and a H7750 Gpu, is win 10 or win7 better, I only game csgo and maybe AAA games, I know support for win 7 has ended but what would be better performance wise? Thanks ♡♡♡

So I have a MSI Radeon HD7750 2GB gpu and everytime I play games after a minute or 2 my FPS drops belowe 10, the only fix I have for this is to put an external fan blowing right onto my gpu, like it's not a case fan like an actual desk fan, anyway I can fix this?

So I have a fan on it cause when I play for like 5 min my FPS drops to like 10 and then when I put the fan on goes to it's normal FPS

Anyway I can overclock this GPU even more, it's stock at 800 Core and Memory, tried to pump it up a little, any help would be appreciated.

So as the title says "Need help choosing phone(2 Options Only)", there is only 2 phones since both of them are on sale and looking for 1 of these, please help me decide the best overall one. Choices are: Samsung Galaxy A70 and Huawei Mate 20 Pro (Buying it in South Africa) Leaning towards the A70 but my mind can be changed, gonna be used daily from games to large file download (15 Gb) Also please state reason for your answer (so I can also understand why)
