    None of which would prevent those windows services to start...

    nope

     

     

    Has the PC been effect by malware at any point?

    I have had issues where while manual cleaning I damaged the user account that the services try to use and broke many things.

     

    Could you check the user account the service is attempting to use, it should look like this.

     

     
     
    Also check all the dependences are already running. It will normally throw an error if the dependencies cannot be started but there can be exceptions.

     

    currently trying do a scan now but that gonna take a while v_v

    1.    Use command SFC /scannow to repair corrupted system files:

     

    2.    Add localservice and networkservice to the administrator group:

     

    Open a privileged command prompt, type the following commands:

     

    net localgroup administrators localservice /add

    net localgroup administrators networkservice /add

     

     Reinstall and Reset TCP/IP (Internet Protocol)

    1.Click on Start button.
    2.Type Cmd in the Start Search text box.
    3.Press Ctrl-Shift-Enter keyboard shortcut to run Command Prompt as Administrator. Allow elevation request.
    4.Type netsh int ip reset in the Command Prompt shell, and then press the Enter key.
    5.Restart the computer.
