Adobe just released an update on premiere, and now the Intel hardware acceleration is way faster than Ryzen, even a i5 8600k perfom very fast ! So you should check that and ajust

I'm sadly not an expert in PSU design, I've just spend loads of time troubleshooting ground noise issue in audio ...
But there are some way to have less electrical noise, exemple you could cut the grounding pin ( It's not a safe way !!! ) or use a DI box with a ground lift on it Passive DI...
The sound can be due to a ground loop, you might want to try to power your monitor from a different outlet than your pc or to connect them to a non-grounded one....
If your device manager act like this it's because one or more of your hardware isn't properly installed. I higly recommend installing the Intel Chipset has it's known to fix loads of hardware base issue.
After that if the problem still persist you may spend some time searching the specific hardware...
Then has he said, check your device manager, maybe send a screenshot here. May be an incompatibility with some hardware and the 64bit windows.

And keep in mind that every mic have a noise level, sometimes it's very low sometimes not, static mic like the AT2020 have more noise than dynamic mic, plus the amp (48v) can cause ground loop too...
Hi, may be a ground loop. Check your usb cable, check if your computer is grounded correctly. If you can try on a laptop on battery to see if there is any change.
You won't see any real difference i mean 8ms is fast, and you wont see anything between 8 and 1. You may see something with 15+ms screen, but most people just don't.
