In 2 specific games, whilst across the board they're pretty much the same, trading blows a little here and there.

And yet the framerate is very playable on the RX 480... I get 130 - 190fps in Overwatch, on high/ultra @1080p.
And GTA V, with a couple tweaks, i get over 70fps.
The CPU_OP is for if you have a cooler with 2 fans, and as such can be controlled seperately. My Noctua NH-D15 uses the CPU_FAN and CPU_OPT header, and are controlled via Asus's fan control thing in the BIOS.
The RX 480 handles it decently. The Epic preset nets 80 - 100fps. I toggle a couple things down to medium and get 150 - 230fps. Yes Nvidia get more performance in Overwatch, but the RX 480 handles it just fine tbh.
If you play twitch shooters like Counter Strike, stick with TN. But if you don't, or you don't play it competitively, then go for IPS.
The colours are much more vivid, which makes games more enjoyable imo.
The 2012 version of Need For Speed Most Wanted runs like complete and utter arse.
And because of that, your cpu struggles with the game.
As for Forza 6 Apex, you're gonna need to toggle most things to medium to get it at a smooth 60fps.
I recall there being a problem with the R7/R9 gpu's not downclocking when running more than 1 monitor. I had the issue with an R9 270X.
Have you checked to see if your gpu clock is running at max all the time?
