I think he means that if you plan on multitasking while you are gaming, you'd need a better CPU, like an i5 or up, and more ram. You won't need more ram unless you want to be loading a ton of stuff while you game.
I'm not sure from then honestly. If what I have from that point on does me good, I probably won't have to upgrade anytime soon. Just maybe in the 2-4 year span, so I'll have time to look over what's new.
Honestly, I would wait longer but I've held off on upgrading for too long already. It's getting to the point where my components show their age and it's finicky enough. For what I'm doing now, other than gaming, I see that this may be needed.

I'm looking into upgrading my computer in Late December and my budget is under $570. I'm looking into getting either the GTX 1060 3GB or the RX 470 and I'm wondering which one I should point towards?
New Build -
CPU - Intel i5 4590
Cooler - CM Hyper 212 EVO
MOBO - Asrock H97M PRO4
PSU - 80+ Bronze 650W
Case - CM N200
GPU - ???
If anyone could help me out with this, I would very much appreciate it.
EDIT - I want to mention that I'll strictly be on 1080p.
I will be transitioning to this build from an FX 4300 and R7 260x.
