  1. You could try removing the CMOS battery for about 15 minutes with the computer off. Also, try recover mode again by moving the jumper and copying the .BIO file to a flash drive. If neither work, sadly, if the BIOS is corrupted, there is not much you can do at that point.
  2. That GPU may have some issues with Windows 10 compatibility. Try to see if there are any up to date drivers for the card.
  3. I would say, reseat the water cooler, it that does not help, try reapplying the thermal paste. Sadly, I do not know much about the AMD TR, so that is all I can say. The worst thing that could happen is that you have a bad CPU, but lets not hope for that.
  4. In terms of the graphics card, I would go for a GTX 1060, instead of the 970. Besides that, looks pretty good..
  5. If you have another PC with you, try the GPU in another PC.
  6. Ok, does the motherboard have on-board graphics? If It does, remove the gpu and use the integrated graphics, if it posts, you have a bad GPU. If it does not, you might have a bad PSU or Motherboard.
  7. By any chance, have you attempted trying a different Power Supply? Just to confirm that you do not have a bad PSU? If the problem continues with another power supply, try running memtest to make sure that you do not have faulty RAM. Also, even though the card may be brand new, you could have a faulty GPU.
