My Computer is crazy slow I can't even open folders ! Task manager says HDD is 100% Active and transfer speeds go back and forth between 0 and 200kb !! THIS IS CRAZY RIGHT ? CAN ANYONE HELP ?

Hello everybody, I'm having a problem with my PC. i think it got a virus but whenever i start the PC after the windows logo there is only a black screen but i can move the cursor around. I can't log in to check for viruses and i think the virus disabled all my background processes or something. Please help and let me know if the only thing i can do is format

i used DDU, uninstalled drivers ... restarted the PC and reinstalled the Gforce drivers. now it's acting crazy !

and Fallout 4 won't detect my GPU and i have to set graphics settings manually ... and there are huge frame drops !!! ??

I used DDU to uninstall all the drivers and reinstalled them using Geforce Experience and Windows updates Now GE won't optimize any of my games and after burners says I'm at 240MHz base clock !!! What should i do ??!
