When watching youtube, disney+, netflix, or other streaming video services the video will stop and start buffering. Sometimes the audio will continue without the video, and other times the video comes back but the audio isnt synced up. When streaming an audio book on Audible it will start to skip, go back a few seconds and repeat. All issues are fixed when refreshing the browser\app, but the issue will continue to happen. Doesnt matter the browser, tried them all.

Attempted fixes to date:
1. Cleared cache on every broswer, no extensions installed
2. Reinstalled and updated drivers (networking, graphics, audio, etc)
3. Changed ethernet cables
4. Changed ISP
5. New modem and router
6. New ethernet network card
7. Reinstalled Windows 11
8. Used admin terminal to run several google suggested commands (netsh winsoc rest, netshint ip rest, ipconfig/release and renew, etc)
9. Offered a bounty on discord for a fix...
10. Built a new PC ground up and purchased fresh Windows 11 (issue continues on the new machine)
