It depends on what you mean by "best." Live for Speed has some realistic drifting physics, but to get the full experience you need a wheel and pedal setup.

Yes! I would say this will be the benchmark for a racing game. rFactor 2 has the physics, but not the graphics, Project C.A.R.S. has the graphics, but not the physics, Assetto Corsa has both! Anyway, as for a release date, Marco Massarutto said a few days ago that "we have a precise date in mind," but they haven't released that information, yet. Apparently we'll all know "soon."
