especially with used cards...a good overclocked GTX 980ti like mine for example perform about the same as a stock GTX 1080 and i would assume on par or very similar to an overclocked GTX 1070.
GTX 1070 will still be an expensive card to purchase new, and used 980ti matching it's performance at lower cost on used market.
