Yes it happens in my browser but it also happens when I leave games in the same spot for a while

After about 2 or 3 minutes into a video or stream the video will just freeze and I will have to move the mouse in order for it to unfreeze. It will also do this with games if I leave it sitting in the same spot for a while. I have tried reinstalling adobe flash player, tried a different browser and i have reinstalled the drivers.
