Ran the malware scan and it just came up with a bunch of seemingly unrelated stuff like google chrome extensions and leftovers from uninstalled programs, quarantined them all just to be sure. And the command prompt is doing its thing right now

I tried to launch Rust about an hour ago (I haven't played it in a year) and it gave me this popup http://prntscr.com/kxxq24 I have no idea what this is or how to fix it, I tried troubleshooting with the windows support site and tried some things with the command prompt but I have no idea what I'm doing, would really appreciate any help Is it safe to just delete it?

I would like an SSD because I have never owned one and it would be amazing to get a new one for free because I'm going to be building my own PC this month. And I think everybody should want an SSD because the booting and loading speeds are sooper dooper fast.
