    Alright final update.
     
    I couldn't find anything online about why this would be happening. I'm going to run with this GTX 745 until I get enough money to get a new card (probably a 2060). I will hopefully be able to sell my current one to make it easier. Anyways, thanks for your help!

    Sadly I don't think so, I might just have to get a new card, I might be able to sell this one with a warning that it might be defective and that could help out. I'm going to look around to see if I can find anymore information online to see if its a software issue.
