Why are the 32OHMS version of the DT 990 60 dollars cheaper than the 250OHMS version is there a difference in sound quality?

Thanks! This is a build that is sold on some website and I just copied the specifications over. Pretty sure they have another HDD though. Apart from changing the processor to an overclockable one, what else could be swopped around to make it more worth it?

Am I better off getting an air-cooled system and upgrading something else? Input will be appreciated.
