Yes, however remember that graphics cards also pull up to 75W from the PCIe slot itself, so it would only be possible to do it safely with lower power graphics cards.
Those modular cables aren't the same thing that the graphics cards often put warnings against. You don't want to take a connector made to be a single outlet from the PSU and put a splitter on it to then plug both connectors into the GPU, but the modular cables that are provided with the PSU are intended to handle more power. Whether the 'more' is enough depends on the exact PSU and GPU but you should be fine
