Thanks! Wasn't really sure but since you can run it on a tablet I should be good with only a CPU. I might swap out the HDD for an SSD just because I have enough space already.

As far as I know you dont need a GPU as long as your CPU can decode/play the video, so an i3 something with a HD4000 should be more than enough (I did try Steam in-home streaming with the Surface Pro 1, it work perfectly)
So I'd suggest something like this:
PCPartPicker part list / Price breakdown by merchant
    CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor ($110.99 @ NCIX US)
Motherboard: MSI Z87I AC Mini ITX LGA1150 Motherboard ($108.99 @ SuperBiiz)
    Memory: G.Skill NS Series 4GB (1 x 4GB) DDR3-1600 Memory ($39.99 @ Newegg)
    Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($53.98 @ OutletPC)
Case: Thermaltake VL520B1N2U Mini ITX Tower Case w/220W Power Supply ($59.55 @ Mwave)
    Total: $373.50
Prices include shipping, taxes, and discounts when available

I'm not all that familiar with AMD's CPU so I dont know which one to choose, but if you do know then get one may bring the cost even lower
I get only 4GB Ram because you probably only do streaming from this one, so 4GB is just for when you are web browsing on your TV
1TB since HDD are so cheap nowaday so get 1TB for all the movie you want, also you can move it to your main rig later on if you so desire
The case included a 220W PSU, which is already enough for this build.
