BUUUT It can only go to 768P if I use a VGA!

I have a good tv that can go up to 60hz and 1080p if using hdmi but has no dvi ports or displayport.

I actually do have a 60hz tv that is about 20 inch tv.

Or maybe I should just *GASP* get a PS4 because I heard it's apu is more powerful than the XBOX ONE'S GPU and that the Ram in the PS4 is better along it just being better built for gaming.

Just that I barely have any time to save up the money because christmas is coming up and maybe I'll bump it up to $600 with IPS monitor Included.

Sorry I forgot to mention I live in the USA Eastern area so prices are different and also I need it to be BELOW or slightly above $500 (the maximum limit above is $30) and I need an IPS monitor included .

I've been wanting to make a Pc for a while that's has great price/performance but I have to settle for a pc that is about $500 and yes the monitor is included in the budget it's a very extremely limited budget so what do I do? By the way I am going for a IPS monitor because visuals.Also I want good 1080P performance with this budget so putting most games on high settings and expecting a frame-rate around 45-60FPS.

No I already have a spare Windows 8.1 os on a usb drive or if I didn't want Windows 8.1 I also have a windows 7 premium edition on a usb drive.

I've asked this before but I wasn't satisfied with the answers before unfortunately. I am a gamer and I love youtube which is basically all I use Pc's for except for also social media. I have a $700 budget with monitor included in the budget along with keyboard/mouse. I am a Hardcore gamer not a casual by the way and I am a gaming enthusiast. Also NO APUS I want a dedicated graphics card with at least 2gb of GDRR5 RAM.
