I would buy a TP-Link archer C7 v2 . 
Its cheaper than pretty much all the other AC1750 and can be used as access point only.
Its not the fastest router out there BUT as wireless access point only it will extremely good
 
Note that you will pay way more for a real AC WAP 
 

They are both the same. They have the same number of transistors, Cache, architecture etc ... 
The only difference is (as everyone else specified) is the base clock of the 8320e being lower (to achive the 95w TDP)

at 100% usage full speed both should be the same BUT at lower speed the 8320 will a tiny tiny advantage speed wise. 
On the other hand though at lower speed the 8320e will have lower power consumption advantage. Let say you might save between 5 and 10$ per year of electricity (also depends on where you live)
 
If you want to overclock just use the cheapest since passed the original specs they are the same. Its just a trick by AMD to sell more CPU... 

Alright, so i switched back to Squid 2.7.9. It didn't cache at first BUT when i turned Disable VIA on it finally started caching. 
I don't see why/how this option made it to work but what ever it works

It's a good CPU suggestion and it's 100$ cheaper than the 1246. 
Only thing (my bad I forgot to write it down) I would like to get rid of my graphic card and use an integrated GPU.

Unless I buy a Server motherboard which has a onboard graphic chipset. (which are somewhat expensive)
