built a new pc ram 16gb tridentZ 3200mhz cpu 2400g ryzen 5 mobo b450 pro vdh 4 tb storage 1 m2 ssd (120gb for os) one sata ssd 240 gb for other stuff i have noticed lately that from the start my cpu usage is 100% always any process that working is just hogging the cpu usage i mean its not one thing thats eating up cpu usage its everything even u torrent is sometimes using upt0 80% usage even when i close everything and just use the task manager the usage is 100%

OK SO HERE'S THE PROBLEM i just got all the pc parts connected 24 pin connected 8 pin pc power (did not connect power button or any other i/o cables) please tell me that i dont have to connect i/o as well (i think its not mandatory) i checked the pc - at the store it was posting and working i checked the power supply by swapping with the power suply from my other pc so nothing is dead (and i am sure) so...... what am i doing wrong here any suggestions.

before i go ahead and start putting money in boxes i was wondering why every budget build i see suggests ryzen 3 2200g also the userbenchmark website also gives ryzen 3 apu has 5% above the ryzen 5 apu so i am wondering if ryzen 5 is just a 50% increase in price tag but very little performance so should i change my mind and opt for the ryzen 3 apu instead of the other one

if anyone is wondering if i am being stingy with my budget. well... it is because my monthly budget is negative 51,000 everymonth (college fees and other expenses) i earn around 55k every month if i work around 48 hours per week in addition to the 52 hours per week i work without any pay(because its an internship and i start getting paid after 6 months... sooo... every single rupee counts.. i can always ask my parents for money but i dont wanna do that p.s i am trying to keep the budget under 25k and if it goes 35k then the whole build gets postponed to next month

i wanna build a pc for medium level gaming (gaming capable , maybe 60fps at medium settings) instead of putting money in on a gpu i was thinking about buying a ryzen apu i live in INDIA, my budget is inr 35,000 comes to about usd 500 (but the prices of components vary in india ) PLAN: cpu: amd ryzen apu (gaming capable-medium settings ) ( i am thinking about using a wraith spire cooler ) mobo: trying for a micro atx psu; PICO-PSU (idk how many watts the psu should be) things i already have: ram: ddr4 tridentZ 3200mhz 16gb ( i already own this) cabin: 3d printed micro ATX box ( this wouldnt cost me anything) storage: m2 ssd 120gb +500gb hdd ( i already own these) any thoughts and upgrades parts recommendations would be much appreciated

i dont care about what i will be called here where i live we can either choose a vega 56 or gtx 1080 they both have same price so i was wondering purely based on performance which should i chose?
