Why not just a normal forum topic? I would start at PCPartPicker(.com). You can draft parts lists, and it will show you the lowest price for each part, has filters, its own forum which is better than this one for specifically PC building and... yeah. PM me here or there (same username) if you have questions or need help with something.

In my opinion id start with the more important core componets your CPU and graphics card. Note cpu socket types are important.

Why not look at linus' last build guide then tune the products that are old (or already have a successor), i would personally wait for intel's new skylake chips and the new chipsets, but if you have to here is a link to the parts i personally recommend :
