Budget Quiet RGB case fans?

Looking for quiet rgb case fans. the ones that i have right now that my dad put in my pc before are kind of loud and the rgb does not look that appealing, fake rgb almost. i unplug them and take off the front of my pc while im streaming as the fan noise is heard in the background on my streams. i don't want to spend too much on them as i may be copping the 9900K from microcenter for $299 and i also have to buy another gpu. Something like the corsair ML or LL series would be nice but on the lower $ scale

The new Arctic BioniX P120 ARGBs are really good and a 3 pack with a controller is about $60US on Amazon. They're within 5ish% on cooling and noise with the Noctua NF-A12x25s. The only downside is that they're 30mm thick, so make sure you have longer screws if you're going to use them on a radiator.
