I am not sure if it's a normal thing, but I have experienced some shocks in the past if I touched my case and my radiator at the same time, I am sure it's not static voltage and I do have a multimeter. I tested the case, touching the panel screw with one probe, gives off 28-32VAC, while with both probes touching it gives 0, shorting the case to ground gives off 211VAC. Testing the power supply, one probe gives 21-30VAC, both probes give 0, grounding the PSU gives 211VAC too. I tested my outlet to see if it's grounded properly, and yes it is. Is this normal??
