I rounded up a bit

I noticed you went for air cooled CPU instead of a water cooled. I'm looking to drop the noise level of my PC and have often heard that air cooled is significantly louder. Am I wrong in this though process?

I don't need a super crazy rendering cpu. I'm just looking to have something that will last me a while without needing to upgrade. I've had my old pc for more than 10 years and it's having a hard time keeping up with things. Any opinions are appreciated! And i was thinking 450-500 for my old pc which would pretty much pay for the 3070.
