Why my 3.1 GHz procesor is 4.1GHz? i5-8600 not overclocked

Hi my intel i5-8600 is not overclocked but is working 1GHz faster than it should be. It is not a problem but im just curious why,

Adding more ram

Hi I have G.Skill DDR4 8GB 3200MHz on Gigabyte Z370M DS3H motherboard. I'd like to know i can add Corsair 16GB (2x8GB) 3200MHz CL16 Vengeance RGB Pro. Will it work or i just will have 16gb instead of 24gb ? Edit: my current ram is 2x4gb
