    What are your turbo boost power limits set to? These two limits control whether your CPU can use Intel Turbo Boost or not and how much boost to use. If the long term turbo power limit is set too low, your CPU will not be able to maintain its maximum speed. This is common with Intel's 6 core mobile CPUs but this is usually not a problem for their 4 core CPUs.
     
    Run HWiNFO. It can tell you whether your CPU is getting too hot and thermal throttling or if it is power limit throttling. HWiNFO will also tell you if your CPU is using Speed Shift Technology. Look to see if the SST symbol is green.
     

     
    The Speed Shift EPP variable controls your CPU speed. This might have changed after you installed Windows 10 2004. On some mobile devices, Windows can set the EPP variable to a value that can limit your CPU speed. Check for power limit throttling first.
