Hello, I need my PCs to turn off and on repeatedly for SSD testing, it can't be just restarted. Do anyone know about anything? I thought maybe some software could do it over WOL, or some arduino/rpi program? Couldn't really find anything. Thanks for any answer!

You will probably need public ip for minecraft server like that, could be obstacle. I dont really know about any other way except stuff like hamachi, but that is annoying. I had server on old pentium, 10 people playing survival was totally ok, you hardware is good enough for MC server, dont worry, just give it at least 4gigs of ram.
