YH they still stay on for a long period of time i think its the power supply but im not to sure what to do next, I have tried force shutdowm and nothing happends everythign stays on

Hi there, I hope you can help. I have had this problem where when I shut my pc down the monitor goes off and the system seems to be off but all of the fans are still working ( case fans, CPU fans, GPU fans), and when I turn the system back on it boots normally. Windows pro - [Version 10.0.19041.329] What I tried to do... and non of them have worked for me Turn off fast turn on CMD administrator shutdown CMD administrator hibernation off and on I even held the power button down but no luck Opened my system up to see any internal problem updated windows and GPU drivers I suspect that the system is going into sleep and not turning fully off About the system... CPU: AMD ryzen 5 3600 Motherboard: MSI b450 tomahawk max GPU: Gigabyte GeForce RTX 2060 0C Powe supply: EVGA 700W BR 80+ BRONZE Storage: western digital m.2 SATA I have been specific with the specs as I have no clue what might be the issue Thank you very much for the help, I have been stressting over this for 2 days now and no one on the internet has a proper answers for me!!!! Also if anyone needs any extra informations please let me know i will let you know stright away.
