    Literally same thing happened to me with my new build today. Can only think it's a doa motherboard unfortunately so will be getting it replaced.

    MSi Tomahawk Max Ryzen 3600x AMD stock CPU cooler RTX 2060 16 GB Corsair vengeance 3600mhz So, connected everything as normal. I'm not a complete novice this is my 3rd build. Went to power on for first time. Fans spun for a second then nothing. Took out board and put back on its box. Disconnected the GPU and storage. Same thing happened. Reseated the CPU and cooler (no bent pins). Same. Tried PSU on my old board and it powered up fine. Moved RAM around. Same result. So I'm certain it's not a short as it behaves this way on the box. PSU powered my old board up fine. I'm really at my wit's end now. Any help much appreciated. Says it's ready for 3rd gen Ryzen on the motherboard box.
