Just downloaded it off steam 4 days ago, so I'm assuming its the latest version (see screenshot, it doesn't actually say version #). Tried adjusting all the Nvidia Control Panel settings to increase the workload on the GPU, this had no affect. The game is too old to support DSR. Tried reinstalling both the game and Nvidia drivers. This also had no affect. Thanks for all the great ideas guys! Keep them coming if you can think of anything...

Just tried lowest settings @ 1080p and no change. Still low fps and almost no GPU usage. Also tried comparability mode (win 7 compatibility mode) and no change. Do you think it could simply be that the game is not optimized?

RTX 2080 Ti barely running Banished???!!! 18 fps Hi I have a really high end system, but my PC is barely running the game at 18 fps or less. For some reason, my GPU usage during game play hovers around 5%. Every once and a while, it spikes to 40% and my fps suddenly goes up to 144 fps. This game is a super simple city building game from 2013. My PC should have no issue blasting through this game. I did notice that when I have the game play speed turned up, the frames per second take a dramatic drop. When I have it at 1x speed, it is almost playable at 25 fps. It definitely is not thermal throttling as temp always remain below 45'C Any thoughts would be helpful!
