  1. It would be better to have a working PC than one that doesn't work. With it not working, you can't test almost anything and will be way past the return window. As for your budget, I'm assuming that's for the PC and not a specific part. Just one question, is it 1500 EUR or USD. As for shipping from the USA, you will be hit more than just with customs. Shipping will most likely cost tens just for something small and will probably cost >100 just for a big part, like the case.
  2. No, it doesn't. It has HMB instead.
  3. Crucial P2 is what I would buy. Costs ₺720 on Newegg, but you might find something cheaper on local sites/stores.
  4. The motherboard part isn't true, cheapest B460 with 4 RAM slots is 90 euros. Still cheaper than going with Ryzen.
  5. 10400F is cheaper by 50€ and is similar performance to 3600 in gaming. 250 GB isn't worth it really, when 500 GB NVMe costs 50€. If he's limited to local stores, then only a 3060 Ti is doable. Cheapest 3070 in Latvia is 650€. KOLINK ENCLAVE 600W is 75€ and is also fully modular. If you want me to edit the list, I'm happy to do so.
