CPU fan cooler, or water cooler?

I am building my own custom PC build, but I am not sure what cooling type I should choose, fan cooling or water cooling, can someone please help me with it? Water cooler: Corsair Hydro Series H100x Fan cooler: Noctua Premium CPU Cooler

monitors Is a 75Hz Monitor good for gaming?

First of all, sorry if I posted this in the wrong Hub. I am building my first ever custom PC, but I'm not sure if all monitors would work perfectly with it. I am using an MSI GeForce RTX 2060 Gaming Z 6GB, and an AMD RYZEN 5 2600X 6-Core 3.6 GHz Socket, would it perform good with an 75Hz Monitor? For example an MSI Optix G241VC 24-inches 1ms Full HD 75Hz Gaming Monitor.
