I couldn't find anything about coil whine happening while the PC is turned off, I could only find mostly people talking about coil whine coming from the GPU.

Is coil whine bad? should I get a new PSU? I can only hear the whine when my PC is powered off, I don't really know what to do about it.

I recently installed a new CPU cooler and when I play a game for a bit my PC just restarts. It depends on the game I play, with Modern Warfare I can play for 2 hours or 5 minutes then it restarts, on Rust sometimes I can play up to an hour and a half then it restarts or sometimes when I try to connect to a server or use the search bar in Rust my PC restarts and on Fortnite I haven't really seen it restart that often but it has happen after a long play session before. My specs are RTX 2080, i9-9900k @4.6GHz, 3200mhz 16GBs ram, asRock Z390M-ITX motherboard and I just switched from the NZXT Kraken M22 AIO cooler to the Noctua Noctua NH-D15, before I switch my CPU cooler my PC wouldn't randomly restart so its gotta be something with the cooler. Also it only restarts when under load, I can sit in my desktop/browser for hours on end and it doesn't restart.

Its not just modern warfare tho, its MW, Overwatch, Fortnite, BO3& 4

nothing big just spotify, discord and razer and other peripheral apps

CPU is 15-25%, RAM is 50% and GPU is 50-90% in the middle of a game of overwatch, my GPU temp was 40C idk about my CPUs temp

I have updated drivers, windows, bios and reinstalled windows and nothing helped.

I have a RTX 2080, i9-9900k @ 3.60Ghz and 16GBs of ram and my friend has a GTX 1070, i7 @ 3.2Ghz and 16GBs of ram and he gets more frames in games then I do. In Modern Warfare (2019) he gets 100-110 frames with medium settings and I get 60-80 on everything low 1080p and turned off in warzone. So I think something is wrong with my PC or I have done something wrong I don't know I just need help because when I first got my PC it could play games at high frame rates but not anymore, I've had it for almost a year.I play all games at 1920x1080 144hz. My windows and all my drivers are up to date and I have obviously tried restarting my PC. its not a cooling issue either, I have water cooling and 4 case fans, I played a full game of OW and my CPU temp was 70C. if you can't help could you tell me were I might be able to get help because I have posted on reddit and tried posting in discords and nothing yet. I tried reinstalling windows and updating my bios as well and nothing.
