The ultra has better cooler and Inductors,but I don't think that regular is much worse,I'm using Colorful RTX2080 SUPER Advanced OC，it can run at 1965MHz default,but RTX series has GPU Boost 4.0,the clock is base on the power limit and GPU temperature， in other words the cooler your GPU is,the higher clock your GPU run But it also based on the VBIOS,if you buy a cheap RTX2080 SUPER you can flash a ROG BIOS on it.Under the premise of the cooler and power limited

Try GTX1650/GTX1660/GTX1660Ti，no higher than RTX2060 or you need to upgrade your PSU,by the way look at the PCI-E cable on your PSU,see if it has a 6Pin or 8Pin connector
