So I have now figured that it is likely not a driver issue. It may be a hardware issue. In order to fix the issue for one day this is what i have to do. I turn the PC on and let it boot up then itll give up and gpu fans go as loud as they can, screen goes black, and the pc restarts. While its restarting i turn of the psu from the back switch, wait a few seconds then turn it back on with the case lid open. After this, the computer works perfectly fine. I am unsure if the PSU is the problem or the gpu. Perhaps its the way the power supply cables connect to the gpu and how theyre bent when the case is closed? But if i open the case lid and turn on the PC it will still restart. I have also tried just turning the switch off for the psu from behind before turning it on for the first time. Nothing changes.

that is a link to how the cables look with the case open vs how it looks when the case is closed. when its closed the loop cables connecting to the gpu is pressed down rather than jutting out.
