It used to show 4200 , why it stopped , it was like that constantly before

Hello , I recently noticed that my cpu just won’t boost to what it needs to , I haven’t touched nothing , no bios settings , no ryzen master settings , I just installed windows , is there a way to fix this ? I will show you a video of how the MHz jumps , in that video it only stayed at 4025 - 4050 why is that ? Hello , I want to get this gpu for my next build but , what does uefi means ? Will it affect the build that I am making ?! Or I shouldn’t be worried about it ?
