"don't use them a lot"? "just arrow keys"? "tend to be rarely used"? Are you kidding?!!
The arrows keys are almost the most frequently used keys on the keyboard (actually — the second place, right after the the Ctrl/Shift/Alt keys).
Copying/pasting preceding words of a program or text occurs very often — therefore Shift/Ctrl/Arrows/Home/End are very needed (to select words) and Ctrl/C/V (or Ctrl/Shift/Ins/Del) are very needed (to actually copy/paste). It can be observed even visually — on an old keyboard, Ctrl/Shift/Alt and arrow keys are the most visually faded / physically damaged.
