In the current market at the budget, that's kind of a toss up. What used CPU is gonna cost less than a 2600, and what used GPU is gonna beat a 1660 Super for the price? (I'd say when compared to a 1070, why not grab a new unit that plays about the same? Maybe a used 2060 on a lucky strike...)
 
Plus a PS4 uses an old AMD CPU and an HD 7870... So you can definitely beat that performance at $550...
