I have just built my first rig and used the stock cooler with the ryzen 5 3600 but it only just does the job. Was wandering about any budget coolers that would do a good job and is compatible

I'm building my first pc and everything seems okay until I put my top exhaust fan on. This pre installed fan looks like it's pushing air into the case and not out. Is this true and it's the wrong way?
