My computer won't boot, even with new parts...

So what would you say would work for low budget? Someone said b360 but I have no clue... -
My PC was having issues and would not fan spin one day, so I ordered a new mobo...it would now fan spin, but for 1/2 a second. I then replaced my power supply and, still 1/2 a second of fan spin and power supply fan spin, but no boot. It may have something to do with my cpu seating, but I have repeated it multiple times. SPECS: CPU: i5 7600k RAM: Vengeance 2x 8 MOBO: GIGABYTE B365M DS3H PSU: GameMax I can post more if needed
