Hi all, I have been experiencing a problem for a while where I cannot open settings. It is described exactly in this post. I know that there is a solution there but when I run the program it tells me to run, it tells me that troubleshooting couldn't identify the problem. It's extremely frustrating and I was wondering if anyone knew of another solution?

Hey guys, so I am having short internet outages from 5-10 minutes where when I run the troubleshooter on windows, it gives me the error in the title. It fixes itself within the next 5-10 minutes.
