It is using 40% the cpu

So my gpu is not using the full pontential in games it is only using 20-30% and my fps in games are 20-40 what should I do? I have GTX 1660 super

Yes the problems started when I did the nvidia update but i'm not sure I think it is because of heating problems one time I forgot to turn on the fan and it got to 93°C I hope it didn't affect the components inside

I have an gtx1660 super for like 2 months and for 3 days it runs slow droping fps in rainbow six siege or Dayz at 20-40 not going higher. I reinstalled windows and wiped out all my files with no effect. Every update is installed I dont know what to do.
