SOLVED: Works fine after changing my old Power Supply.
I recently bought new mobo+cpu+ram to upgrade from my old i5 3570k system (old z77 mobo is dead). and i've used the old ssd, gpu and psu in this build. Everthing is installed correctly.
Problem is: mobo does not powers up most of the time. its breadboarded atm and I'm trying to short power sw to turn the pc on. it does however worked few times, I managed to flash the bios, installed the win10+drivers and tried aida64 stress test, it worked flawlessly for short 10min test. Voltages shown on aida64 are ok, cpu uses 1,36v at full load and temparature doesn't go beyond 57c (aftermarket cooler). I can restart the pc without a problem but once i shut it down i can't turn it on anymore.
I've tried:
*using diffierent power outlets
*clearing the cmos
*taking off the rams and gpu and other stuff
once it powers up everything works flawlessly. but most of the times shorting power sw doesn't to a thing.
There is power running on the mobo, pressing flash bios button on mobo makes the led next to is blink few times

*Ryzen 3600
*MSI b450 tomahawk max @ 7C02v34 bios ( 2019-10-25 stable build )
*corsair lpx 3200mhz 2x8gb v4.32
*Galax gtx1060 exoc < 2 years old
*Aerocool Strike-X 500W 80+Bronze < 7 years old (this might be the culprit)
*samsung ssd 240gb < 3 years old.
*Windows 10 Pro & latest updates
is my psu defective? or is it the mobo?
(psu works when i short green and black cables on 24pin cable)
