Im new to gaming pcs. And i have the asus strix 2080Ti i99900k and 32gb ram. I was checking msi afterburner for gpu frequency. And it drops from 1950mhz to 1805mhz while playing and goes back up is that normal?

Yes the flickering shadows on the ground as u can see the video. The one the ground they are bothering me. I have the highest setting for anti aliasing in the game.

Because evga keeps sending me refurbished gpus as a replacement and they are all defective and they are refusing to send me a new one. They dont understand i have a businuss i gotta run unfortunately. I already got embaraced infront of my customer last week by the gpu failing while shes picking her wedding pictures.
