  1. A fun way to see a kernel panic in Linux is to install to a USB drive; then while it's running, unplug the USB drive. That's the only time I've seen a kernel panic on Linux.
  2. Would you be able to share an image of this? (It's also possible there is no OS installed, and its booting to an EFI shell.) Also, expanding on what @Ashley xD asked: You would just need install media (https://support.microsoft.com/en-us/help/15088/windows-10-create-installation-media) and install Windows as you normally would.
