I build a new PC and install Windows 10. Everything is going great until I enable Precision Boost Overdrive and it runs a stress test. While it's running the system restarts and enters a boot loop. No BSOD. After a couple of days of failing to get the thing to boot I force the CPU to only run 2 cores in the BIOS and now everything works like before. Is this a hardware/power issue?
