    my pc usually boots up fine and quickly but when i install my logilink usb 3.0 4-port pci express card and connect it to power it doesnt turn on, the fans just kinda twitch and nothing more happens, why is this?

    most of them are windows processes so i just get a box saying that ending the task will make windows become unusable

    my cpu is always at 100%, there's no single task or program that is responsible it just kinda changes all the time. ive already run malware scans and ive factory reset my windows pc and my bios but nothing has helped. my cpu is i7-800 my motherboard is the msi mag z390 tomahawk and im using the latest version of windows
