A motherboard with WiFi built in should work fine with phone hotspot

That is most likely air in the loop some water may have evaporated from it. I am running a cooler master 120 in my pc but it does not sound like that. You can refill it with some distilled water using the plug on the radiator but their is a warranty sticker on the plug.

I would put the cpu cooler at the top of the case and the graphics card cooler in the front of the case.

I would recommend getting a laptop with a intel core i7 or higher cpu. I would also make sure it has a good dedicated graphics processor.

The Gtx 1060 should be able to handle most games for the next few years but if you find a card stronger than a 1060 that is in your budget I would go with that instead.

If the aio cpu cooler is older it could be clogged or worn out and not cooling like it should. If it is less than 2 years old you should not have to worry about it being clogged. Also make sure that the radiator and fans are not clogged ?

underclocking your CPU will most likely not give you much benifits The CPU should underclock some if it is not doing much?
