Yeah it does,but if i use both gpu and cpu in max load,will it stay quiet or it goes very loud?

Hello everybody.I'm looking for a new PSU for my system which contains: Ryzen 2600x Vega56 Sapphire Pulse I found Super Flower Leadex II Gold 650W at 85 euro which is within my budget.Is it quiet even in load? I had Seasonic S12II-620 Bronze 620W which was loud as af. Can that superflower sustain my system even in max load(overclocked both and gpu undervolted) and to be quiet,or at least not a fkin jet engine in the house. Any recomandations?

I got this from PSU tier list,it's a link from my country,and the most near my money budged that i can buy around 85euro. https://www.pcgarage.ro/surse/super-flower/leadex-ii-gold-650w/ EDIT:the guys that helped me to make this build,recommended that seasonic.I rly didn't knew it could be such a bad psu.

So recently I bought a vega 56 sapphire, ryzen 2600x and seasonic s12ii-620. If i leave them on stock the PSU's fan goes crazy and gets VERY loud,I can hear it even when I'm listening to music on hyperx cloud core. It's because the CPU and GPU or it's a faulty PSU,which i've already sent it to warranty. I need to know if i should buy a better one like 700W+...
