    yeah, the hardware is really old. I agree with @Timruins. But i went back to the basic stuff, and it seemed to somewhat improve it. I went to safe mode and completely removed my nvidia driver with Display Driver Uninstaller (DDU), redownloaded the latest driver and installed it, then used ccleaner to remove "some" 2 gigabytes of junk, downloaded nvidia inspector 2.3.0.2 and enabled fast sync (available in the vsync dropdown menu) and finally increased my memory clock to 1100 Mhz. The game is stable now and can hit 60 fps in 1080p but only in calm areas. In conflict, it dips below 30.     i did have the render scale to 50% on 1080p with anti-aliasing to high. The game ran on 60 fps with very minor stutters. Later on switched anti-aliasing to medium and got a stable gameplay. and even i expect that performance but the settings really do not matter anymore. Even at the lowest possible setting the game has this issue. and also regardless of the settings, the game menus were always in my capped frame rate (60 fps)

    Hey, i'm using this old Lenovo z470 which is more or less a work laptop. The specs are : i5 2430m 2.5 ghz/ 2.9 turbo (Sandy Bridge) 8 gb ddr3 (cpu-z - 800 Mhz | actual - 1600 Mhz) Geforce GT 540m - OC'd | Core clock 800 Mhz | Mem Clock 1000 Mhz | - Default | 672 Mhz | 900 Mhz | 1 Tb (West. Digital I believe) Hdd I recently switched to windows 7 after having driver issues as my laptop doesn't officially support windows 10. Yes, worthy of having a laugh when it came to gaming but it kept me gaming for a good while [almost finished rise of the tomb raider, yes, playable (save got deleted )] even running GTA V in high settings 60 fps (capped). But where the problem came recently is overwatch. Game ran well too with 60 fps (again, capped) on low/medium settings. Slowly I began to experience micro stutters which would be fixed automatically after playing for a while but then they needed restarts to fix. I thought it was an nvidia control panel issue ( i was also getting input lag) so i fiddled with some settings like vsync, tripple buffering and max pre-rendered frames... then it got worse. I launched the game and it.. was hell. In menus and the whole game, doesn't matter where i am, the game fluctuated between 22 to 34 fps, always. I returned all my settings to default - didn't work, fiddled with the settings - nothing, also went back to default clock speeds - nada. so, what could've gone wrong? Some help would be appreciated, Thanks (Included nvidia control panel settings.)
