so i have a problem that i only see a black screen and my mouse curser no shortkuts work and ive tryde booting in save mode and it did not work eahter

its a black screen whit mouse curser only and it does not boot in save mode eather and no short kuts work

im getting them for free

i am going to get 2 new old gaming systems maybe theres anything in there also the budget is around 300

also it has windows 7 pro now and it does not allow me to factory reset or change any admin settings unless in save mode
